The issue, I think, is that apt doesn't deal gracefully with a package refusing to install. Instead of working, next time around, as if the package hadn't installed at all, it's in a "broken" state and needs things to be fixed. It gives a moderately decent hint about how to fix things, but that doesn't work if one of its sources advertises a new version single package which isn't available. -- Raul
