As I understand it. That is *exactly* how conffiles work. If the upstream md5sum hasn't changed, then dpkg won't ask you about it. If dpkg does ask you about it, it's because it has changed upstream, and you may need to know about it. The problem right now AFAIK is that the apt people keep changing it upstream.
