Yes and no.

I did have (not `a package', but loads) pacakges installed `not 
quite correctly'. But even after running dpkg --configure -a a coubple
of times, till it didn't complain any more, apt-get stil hangs.

There was however one package in on hold or something, and after
upgrading that, apt-get did work.
