Example: local version a2ps is 4.12 and in the debian ftp 4.12a, then the 4.12 will be deleted. In some cases the version in unstable is broken and then the none-broken local versions are deleted and you doesn't have a version to install anymore. The files should thus only be deleted if a newer version is also local available.
