This is a rather weird bug, and may be related to apt and not
traceroute-nanog. Still, traceroute-nanog is the only package which is
suffering from this stuff, therefore I'll file the bug here just in case:
apt-get dist-upgrade tries to reinstall traceroute-nanog 2.9.3-3 everytime
it is run.
