I suppose this is an argument over whether or not Build-depends
are intended to be useful for humans as well as machines. I say
it does belong in the Build-depends. How else was i to know that
i needed it to build it? Adding it to a debian/README.build or
something like that doesn't seem right to me, because then i have
to look in multiple places.
