I don't know why this bug was set to "fixed" -- apt still doesn't
build under fakeroot.  And I can suggest another fix: use
"dh_shlibdeps -l`pwd`/debian/apt/usr/lib:`pwd`/debian/apt-utils/usr/lib"
instead, which handles setting LD_LIBRARY_PATH correctly.
