To be more precise: whiptail-utf8 provides whiptail modconf depends on whiptail (without version)
newer packages of whiptail and whiptail-utf8 provide and conflict with a virtual package whiptail-provider. Questions: a) Why does it try to remove all -utf8 stuff? b) Why is it going to remove whiptail-utf8 but does not install whiptail ( so the dependencie of modconf would be broken, IMHO).
