Uh. Ok. It is beyond me how you think the error messages below indicate APT lacks ipv6 support. It even printed out the IPv6 IP it was talking to! The problem is that your *server* lacks proper IPv6 FTP support. It did not accept the EPRT command. The fact that APT is sending EPRT is a little odd, you should probably turn passive mode back on.
