OK, I RTFM and answered my own question. To force install of a specific version of a package, I used apt-get install libunicode0=0.4.0-2
This does allow apt-get build-dep to work with gnucash. However, please keep this bug open--possibly as a wishlist item--about more informative error messages for this type of problem.
