This is not a simple case. Collecting lots of packages into one larger package is a rare occurance in debian, and somewhat contrary to more common ones. Your logic only holds because you have attached special meaning to frozen-bubble, it is more common to actually want what apt does for the cases that look exactly like this, but aren't.
