"foo is not debian-specific" is a pretty silly rationalle for leaving some debian-specific feature out of the debian package of foo. Apt could have a Apt::BuildDep::AlwaysMakeSureThisIsInstalledToo and the debian package of apt be shipped with an apt.conf that sets it to build-essential on debian. The name of the package may vary from distribution to distribution, but the idea makes sense and can be supported in apt.
