apt-get doesn't honour the --no-download or --fix-missing option when used with 
the source command.
ie, i downloaded a .dsc and diff.gz file from a remote mirror because my local 
mirror didnt have
them. after doing a 'apt-get source --no-download --fix-missing <pkg>' apt-et 
still complained
that some files were missing and stopped, even thought the files had been 
manually downloaded and
were in the right directory.

These options are only for binary packages. 

If you have manually downloaded all the necessary files then you don't
need apt-get source, you can run dpkg-buildpackage manually. It really
only is a fancy download tool.
