It would be very nice if Apt could start installing packages when the download of all packages in one session has not ended yet. To boost performance it is best if downloads are sorted so dependencies are downloaded and installed first. Secondly, configuration can start at the same time after the first package is installed. Thirdly, interaction that is needed for configuration can be spooled, so the user can walk away after giving an apt-command and when the first interaction is needed, he can probably do all configuration in one run without waiting for the next package to be installed/configured. If Apt could sort configuration of packages in a way that packages that don't need interaction are configured earlier than packages that do need interaction (if that is possible with their dependencies).
