One day it would be neat to be able to list or get those packages
normally gotten by say apt-get dist-upgrade, but with the added
specification that you only want those where the developer has say,
indicated since a high urgency upgrade at least once since the last
time you upgraded.

There is no way for apt to access this information without downloading the
packages, so this cannot be implemented.
