I've been getting this from the apt version in testing:

I've read bug #143995, and upgraded apt to 0.5.5.1 in unstable, but the
problem persists.

This bug sounds like #143995 which was supposed to be fixed.  I am copying
the submitter of that bug to see if their problem was indeed fixed, or if
they can reproduce this one.
