Shows this one is provided by apt-utils.

If you apt-cache show apt-utils you'll see:
        Package: apt-utils
[..]
        Version: 0.5.8
        Provides: libapt-inst-libc6.3-5-1.0
for unstable for example.

Unstable's apt provides libapt-pkg-libc6.3-5-3.3 which is the other you
complained about.

I think they've provided these new versions since 0.5.5 or so.
Certainly 0.5.5.1 provides them.
