dpkg -l apt\* shows some packages, a few more of which perhaps should be added
to apt's
Suggest: field. If so, I wouldn't have to make a second modem call to
get them to as I would have been reminded. No I don't have bandwidth
to do a full dist-upgrade.

apt-utils does not enhance apt's functionality; it is a set of tools which
happens to share code with apt.
If you are short on bandwidth, stop sending pointless bug reports.
