In the course of trying to build apt on a RedHat system, I noticed that the build process required msgcomm (which is /usr/bin/msgcomm on my Debian system). This is not documented in the COMPILING file, and the ./configure script may want to check for its presence. Likewise, the build process complains that db2 is not available (but it proceeds after noting that something, probably ftp downloads, won't work). Likewise, the dependence on db2 should be noted in the COMPILING file. There are other build problems on RedHat, but I haven't yet narrowed them down enough to figure out if you might be interested in them or not.
