Time Zones are stored in the registry in the following address
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\(your windows
folder)\CurrentVersion\TimeZones\
You can read the values from there, put them in a combo or a list and then
use their values to display the time you want...
