OK
If I understand correctly you select 24 numbers out of the 90, and
create 4 groups of 6 numbers.
These 6 numbers should be distributed on the 6 grids.

These 24 numbers are randomly selected, or have you hand picked them?
And what are the rules for picking them?
You may run in to trouble in fulfilling the previous rules if the
selection is random.

If you have any problems downloading it, let me know.
Or problems understanding what I did.
The code has plenty of room for improvement, it is just slapped
together to see if it was possible.

I may look into rule 5 as well, but don't count on it.
