This is easy....

uses jpeg;

procedure JpegToBmp(JpegFileName: string);
var jpeg: TJPEGImage;
  bmp: TBitmap;
begin
  jpeg := TJPEGImage.Create;
  try
    jpeg.LoadFromFile(JpegFileName);
    bmp := TBitmap.Create;
    try
      bmp.Assign(jpeg);
      bmp.SaveToFile(ChangeFileExt(JpegFileName, '.bmp'));
    finally
      bmp.free;
    end;
  finally
    jpeg.free;
  end;
end;
