Yes. Don't let unprivileged users install software like that. If the users all need access to the same software, they shouldn't all have to register it. Only register it once, when the administrator installs it. If each user needs to be able to register it, then place the registration information in each user's private area of the registry -- anywhere in HKey_Current_User.
