seems to me like it should be one of those freeform
database things where you organize things in a
treeview /files-on-disk kind of approach. A richedit
control with ole enabled can be the viewer since it
can show embedded objects plus graphics objects (for
any scanned in docs, or docs created in other apps
like Word). 
It could use IE as it's model except you're exploring
a database instead of internet but you can create a
directory structure like "My Favorites" in the same
way. The richedit would replace the HTML viewer as
explained above. 

   So I guess it's a cross between Word and IE. Of
course you could search for stuff etc. like other db
apps but that would be the overall look (if I were
designing it). What do you think of that concept?
