No. Have you tried yet?

Create a new package project, add your units to that project, and 
compile. Ensure that there are absolutely no warnings when you compile.

To use the package with your EXE, add the package to the 
run-time-package list in the project options dialog. The RTL and VCL 
packages must appear on that list, too.

There's no such thing as a BPK. Did you mean DPK? Open the file in a 
text editor and you'll see that it looks a lot like a DPR file. A DPK is 
the project file for a package. Just as a DPR compiles to become an EXE, 
a DPK compiles into a BPL. The BPL is the binary.
