Why must you solve the problem in this manner? Rather, do it like Vahan
suggested already -- Just blank them in the way you want them distributed in
the first place instead of just randomly blanking 24 cells and then trying
to fix it afterwards.
// for example, something like this
for currentrow := 1 to 6 do
for blankcellcount := 1 to 4 do
pick a cell no. between 1 and 15 for which the corresponding cell in
row currentrow is not already blank and blank it
