I have done a little work using MapInfo.  Their MapX library is
quite good (if MapInfo is enough for your GIS needs).  There are many
good 3rd party add-ons for MapInfo.  Although they are mostly aimed at
VB programmers, they can be used quite OK with Delphi.

A good add-on package is MapLinker from ExaMin

BTW, however, this is the situation where I had huge Z-order problems
because I had developed a 2-program solution (MapInfo with add-ons
talking to my Delphi program).  It worked fine in NT, but then 
XP came out and my Z-order woes increased greatly.  The most
difficult problem is that unless you wrote both programs you have
much less control over their behaviour together.
