Adobe has a PDF file containing the complete specs for the file format. On the other hand, you may want to consider using the open source, freely distributable GhostScript to get the job done. I wrote a program that generates a simple text PDF file, and the format is both quirky and non-trivial. You can also find a complete specication on Adobe's site for the PostScript language.
