Depends on what you mean by "packets".
If you mean raw IP packets (network layer) that even the current machine
is ignoring, you might want to look at WinPCap. It is a packet capture
library for C/C++, but easily adapted for use with Delphi.
If you mean something more like a firewall, look around for how to
inject your application into the TCP/IP stack. CodeProject.com, etc.
Be aware that applications already exist for packet analysis (e.g.
Ethereal).
