I'm sure Windows 7 allows multi-touch, similar to iPhone, so a bit
different to mouse.

There was a TV report when Win7 was released and some people were using
two hands to resize, zoom etc.

Upto now, touch-screens just mimic a mouse and it would not surprise me
if
with Windows 7 this would be the same.
Since I don't own use Windows 7 (and a touchscreen), I'm not certain of
course, but chances are high.

Effectively this means you can just develop applications for
touch-screened
devices as normal and use your normal mouse when testing and
development.
Don't forget, however, that normally with touchscreens users don't have
a
normal keyboard, so you have to keep that in mind (TEdits and such).
