I use D7 on 64 Bit Vista.
I use "ForceDirectories()"  and "ExtractFilePath(Application.ExeName);" 
   all the time with no problem.

Try Butting them inside a Try / Except block and see what happens.
Also, make sure you have rights to add  a directory.


(Note: I have been running with "User Account Controls" turned off for 
quite a while with no viruses - but I don't use IEeeeee  and OutLeach)
