The server that you're querying has to be running SNTP in order to get a result. Here's a page with info and listings of clocks on the web:

The "official" NTP software is available here:

My understanding is that at least one open-source project in not a full implementation of NTP with all the complex filtering and smoothing. The project you listed was abandoned in July 2004. The free software from ntp.org includes Windows versions, as well as many other platforms.

Normally, unless you are running a massive server farm, you should only access the "pool" or "stratum 2" servers. I have a small Delphi application to monitor clock performance on NTP servers and clients at:
