Thinking more about the slowness of BDS 3, the one advantage of taking the
hit at start time means its quicker to load projects, where as with VS2003
it loads very quickly but takes a while longer to load projects.

Another facet is that BDS 3 loads all controls/plugins/extensions etc at
start so everything is available when the IDE shows its face, where as with
VS2003 you have to specifically load each framework required (if its not yet
part of the solution/project).
