I posted about the same problem with the debug getting stuck at breakpoint a while a go and I found the cure, but it's really bizarre...
It happened to me a couple of times in the same week. I remembered that that week, I had started to put my computer in standby mode before leaving work at night. I stop doing it (I leave the computer on) and the problem is gone! Never found the relation between the standby feature and the Delphi debugger but it now works for me. I'm using D7 though.
