Yes it sounds to me as if you have the options for that project at
leased set to use runtime packages...in which case the app will only run if
it can find the relevant bpl's required.
        What I do now since it seems more and more that I come across
"badly" created installs for both IDE add-ons and applications, and they
require using hard-coded path information and/or settings in many cases, is
to let Delphi and Visual Studio alone and use the defaults.  For example
Delphi now sets up a directory under the usernames documents folder in which
a sub-directory named BPL's is created.  By default all bpl's loaded by 3rd
party add-ins and/or components go there along with their dcp's.  ( Except
of course for those that come with the install like component One...but I
make copies and put them there anyway! ).  Also, anytime I add a package
myself, I place them here as well.  The reason I do this is that it makes
them all easy to find and archive from one place.

I've tried with a diffrent VCL.
I left all the setting as the owner of that VCL put them:
The 'Usage' is set to 'Design and runtime', and the 'Explicit rebuild' is
cheched.
I've set the BPL/DCP path to the folder where the package is installed:
D:\Borland\Delphi\Packages\CoolTrayIcon


Anyway, I think I will reinstall Delphi and let the setting as default.
