i havent used it for anything, but JVCL 3.10 has a tab for runtime 
designer components.. might work for what youre doing.

NB: the 3.10 JVCL download includes the JCL, install the JCL first, then 
the JVCL.
also, the helpfile is sketchy at best, but the demo apps are pretty 
straightforward.
