I had the exact same problem only with D2006 a few months back.
With everything that was wrong I figured it was a registry problem and so
ran a repair on Delphi but that didn't fix the problem. Finally I had no
choice but to uninstall and then reinstall everything!

I think this is a Windows message not Delphi.
Delphi is looking for a folder that can't be found by Windows.
Try a 'scan disk' first.
