never-build package

I have Delphi 6 on my Laptop and on my Desktop. They are, as far as I can  
tell, identical except for additional VCL's on the Desktop.. Yet on the Desktop 
 
I get "never-build package osdg6220.bpl must be rebuilt."  While on the  
Laptop, the programs compile fine. Any ideas, please?
