Hello Frank, Last week I discovered a button in Windows Explorer->Select File->Right click->Properties with the caption "Unlock File". It was IIS7.5 not working on Win7 and before I clicked that for the file I copied from d: to c:\Inetpub\wwwroot it was giving 403 (Forbidden). Now it is fine.
