Just copy the files from the Delphi 5 installation. They were removed around Delphi 2005/2006 days.
There are plenty of resource editors available. Colin Wilson has one of his site (even comes with source I think). Bitmap editing can be done in MS Paint or one of the 100's of bitmap editors - many are free.
