You just need to have the correct DLL's installed - usually by installing the last s.p and IE 3 or 4. Office also has some of it.. NT 3.51 is 32 bit so can run Win32 apps generated from D4 - but (and a big but), 3.51 runs the Win 3.x UI so does not have some of the widgets that come with Win 9.x or NT 4. This means that console apps or DLL's _should_ run (no guarantees) but any app that uses Win 9.x controls such as TImagelists will fail.
