As far as I know (and as we use it), it most certainly is so
limited. When we want piecewise database replication, we've
always written the software to do it, and used Webqueue, email
or whatever system is appropriate to get the the changes up and
integrated (more smarts at the other end).

Very, very carefully. There is never a single policy for such
cases, and, at worst, you track changes and present them to a
OI (organic intelligence) system to resolve.
