    UPDATE ImportData D
    SET
      D.Val = :Val
    WHERE
      D."Point" = :Point AND
      D.TimeStamp = :TimeStamp

TimeStamp is a DataType, Try Changing the Field Name.

And I'm getting an "invalid use of keyword TimeStamp" error, anyone know
what I should be doing?  or looking for?
