This may not be your problem - but BDE loads to a specified base address,
EBDE by default - which you can change in the BDE Administrator.

We have a site that has up until recently been running the BDE fine. Now all
of a sudden it doesn't work correctly. It is getting Failed to initialize
the Borland Database Engine error 205 (Not enough free sharedmem). I
increased it in 1 Kb units.
I tried 3076 but it made no diff. I then tried 4096 but got error 201
SharedMem Conflict. Why would I get this? I don't have a specified memory
address. Would this indicated lack of memory on the server and that it can't
find a free memory address?
