This sounds very familar.  

We had the same problem last year.  With a lot of playing around (try
sending your HTML e-mail to say Pegasus mail & examining the messages),
I found that you could put in MIME encoding flag in the e-mail header &
the MIME encoded HTML in the body.  I was going to get around to
creating a HTML e-mail component when I had a few spare weeks (ie never
<g>) but I noticed that somebody has done so already - check out Delphi
Super Page.

Driving Outlook/Outlook Express via COM would also probably work but we
found it too cumbersome...
