Hi.  The short answer is NO.  The Borland license forbids you from
redistributing the design time packages (which the menu property designer
resides on).  However, if you ant to experiment ... All property editors are
registered - you can query the list of property editors for the one that
handles menus.  Take a look at dsgnintf.pas
