I will not say this is a bug of Delphi, RX lib should not use STRUTILS, by
rule should prefix with Rx, so the unit name
became RxSTRUTILS.
Duplicate name only be allowed if you have to patch a file, and you can not
get *.dpk, so you let Delphi see your patch first.
