We've used TMultiLang by Patrik Wang in the past (not to be 
confused with something else with an almost identical name by 
someone else, but which may be just as good <g>).  Provides for 
dynamic (i.e. runtime, on-the-fly, even edited-not-at-your-base) 
translations, and yes, giving you access to extra stuff as need be.

I reviewed it for The Delphi Magazine at the time. A reasonable 
solution.
