I thin that you want to have a look at MWEdit, available from
http://www.eccentrica.org/gabr/mw/files/ or the Delphi Super Page. The
main project page appears to have vanished but the files are still there
and were last updated in Feburary. This is a full Delphi source editor
with plugin highlighers, just about what you wanted.
