The resource meter starts off normal (about 80%, 80% ,80%).
When you try to run the offending executable, the resource meter
 does not change, presumably because the program does not start beyond 
giving the "not enough free memory..." error message.

What happens if you run the Resource Meter, what readings are you getting
off that?

All 16 bit Windows have resource limitations, NT doesn't.
